The Safety, Health and Welfare at Work (Construction) Regulations 2013 (S.I. No. 291 of 2013) provide the comprehensive legal framework for managing occupational safety on construction sites in Ireland. The regulations aim to protect the health and welfare of all persons working in construction by mandating early-stage safety planning and clear role-based responsibilities.

Core Objectives and Scope

The primary purpose of these regulations is to give effect to Council Directive 92/57/EEC regarding minimum safety requirements at temporary or mobile construction sites.

  • Application: They apply to all “construction work,” including building, civil engineering, fitting out, renovation, and demolition.
  • Exclusions: They do not apply to drilling and extraction within the extractive industries.
  • Commencement: The regulations officially came into operation on 1 August 2013.
